Through out-of-court restructuring procedures, such as turn-around ADR, under the relevant regulations, the Council for the Future of Small and Micro Enterprises (which was established by the Japanese Association of Turn-Around Professionals, the Japan Chamber of Commerce and Industry, and other third-party organizations) conducts out-of-court restructuring from a fair and unbiased perspective. However, this process naturally requires the presence of representatives acting as legal advisors for the debtors.
